   安庆抓赌不力，派出所所长或被免职

    为了从根本上治理我市游戏机赌博泛滥状况，市公安局于今年年初开始，对全市所有动漫城、游戏机室等电子游艺场所内的赌博游戏机进行全面收缴。6月14日，市公安局治安支队向媒体通报，截止到目前，全市公安机关共收缴赌博游戏机近2000台、电路板2006块，立刑事案件15起，刑事拘留32人。

　　今年，市公安局将打击整治游戏机赌博作为公安机关开展社会治安专项整治、创造良好社会环境和法治环境的主要内容。为了从根本上治理我市游戏机赌博泛滥状况，对全市所有动漫城、游戏机室等电子游艺场所内的赌博游戏机进行全面收缴，并专门成立了领导小组。截止到目前，全市公安机关共收缴赌博游戏机近2000台、电路板2006块，立刑事案件15起，刑事拘留32人。
　　记者了解到，2012年我市警方共组织了三次全局性的打击游戏机赌博活动专项行动，立刑事案件27起，刑事拘留38人，收缴赌博游戏机3820台、电路板2849块。

　　报假警将建档案从严处理
　　据悉，经过严厉打击，我市利用游戏机赌博的现象得到有效改善，取得阶段性成效。然而，仍有一些顽固分子顶风作案、疯狂牟利，并大量购置不记名手机卡，通过报假警不停骚扰，让公安机关疲于应付。
　　对此，公安机关将为报假警建立档案，专案侦办;对查获的报假警人员从严处理，并追究幕后指使者。同时，警方还加大了对隐藏在居民区以及一些仓库内的游戏机存放地点的清查力度，一旦发现坚决予以收缴。

　　收缴不力将严厉追责
　　市公安局治安支队负责人介绍，下一步公安机关对打击整治游戏机赌博工作仍旧是发现一起查处一起，露头一起打击一起，并对派出所及公安分局实行严格的责任追究制度。办案单位必须严格依法查处，对出警、处警过程予以全程录音、录像，对现场发现的赌博游戏机，无论文化部门是否贴牌，一律予以整机扣押收缴，一律查清场所经营业主，对经营业主和参赌人员一律依法律上限从重处罚，对无证场所的房屋出租户依法予以处罚。
　　记者了解到，从今年5月1日起，市公安局领导指令查处的游戏机赌博案件，第一次查实的，由所属分局十日内约谈该派出所主要领导，并在分局范围内通报批评。一年内，该所辖区第二次被查实的，由所属分局十日内提出对该派出所所长予以停止执行职务并纪律处分意见报告市公安局审批，派出所分管负责同志、责任民警由分局提出相应的处理意见。一年内，该所辖区第三次被查实的，市公安局领导小组直接提出将该派出所所长予以免职意见，约谈分局主要领导，责令作出书面检查，对该派出所取消年度综合评比资格，决定或者建议公安厅、公安部对该派出所等级评定降格一级，分局分管领导、治安大队长、分管副大队长、派出所分管负责同志、责任民警等按照干部管理权限分别由市公安局领导小组、分局提出相应处理意见。分局不追责的，市公安局纪委将对该分局追责。
　　在接处警和办案过程中凡发现擅自为被举报场所通风报信的，未按规定受案、立案或者依法处理的，未按规定对赌博游戏机整机扣押收缴和不查清场所真正经营业主以及其他不履行法定职责，包庇、纵容场所赌博活动的，将给予相关人员纪律处分，构成犯罪的依法追究刑事责任。
